The Doctor was traveling alone and therefore, didn't have a set destination in mind. He thought of going back to Egypt and watch the pyramids being built. He could also go to Scotland before there was a Stonehenge or even Italy before The Leaning Tower of Pisa was thought of. He had the whole of time and space in his hands. He could go to different planets, all over the galaxy, but the Doctor didn't always have a say in where he wanted to go and it was one of those times.
But it wasn't his TARDISes fault. She didn't just decide to take him some place random. In fact, she didn't really decide where to go. There was something wrong with her. The Doctor tried to gain control of her, at least long enough to land her safely somewhere, so he could figure out what was wrong with her. He finally crash landed and he hurriedly pulled up the location and time. Earth, English countryside, 21 Century.
The Doctor opened the door and looked out. Everything appeared to be okay. Nothing that needed his attention. He walked around for a while, though, just to be sure. When it looked like everything was fine, the Doctor returned to his ship and started making the repairs.

The Doctor didn't like to admit it but he knew that he had no control over his TARDIS. She took him wherever she wanted to take him and that was that. It had taken Barbara and Ian barging into his TARDIS when he was his old self to realize it because they had wanted to go home but the Doctor couldn't take them back. They had had to use a time machine built by the Daleks instead. And it had just been a pure coincidence that he had landed back on the same day Ben and Polly had become his companions. There really was no rhyme or reason to where the TARDIS took him.
Opening the doors to some rolling hills of twenty-first century England was a pleasant surprise because no harmful extraterrestrials would ever dream of attacking such a peaceful, uninhabited place, right? But the Doctor couldn't be sure of that. This was Zoe's home country and time period so he sent her off with Jamie to do some exploring of their own, admonishing the two of them to stay together at all times. He was going to do some exploring of his own just in case he was wrong in his assessment of the dangerousness of the countryside.
He was just about to give up his search when he spotted it in the distance: a blue box standing on one of the hills. His TARDIS was in the opposite direction; he was sure of it. He hurried over there and saw a sight that he was not expecting to see. "It can't be!" he muttered to himself. Standing in front of him was a blue police box--the outside of his TARDIS in exact detail. Crossing his own timeline was always bad news but he couldn't resist it. The Doctor knocked on the door.

There was a lot wrong with his TARDIS. It seemed that as soon as one problem was fixed, something else came up. The repairs were going to take a while at this point, but he would get them done. The Doctor wasn't going to be trapped in this century for too long. There wasn't anything wrong with it. He liked that century, but he also liked to travel to different times and meet new people. He could meet a new companion that way. It was always more fun when he had people traveling with him and since he regenerated, he was rarely on his own.
The knock on the door was a shock to him. Not too many people would even notice the TARDIS, even though it's in the shape of a phone box not around these days. Old companions would always notice it, so it could be one of them. He stopped working on the TARDIS and went to the door, opening it just far enough to stick his head through. Nobody got a chance to meet a past version of themselves and The Doctor shouldn't be any different. It was dangerous for him to cross his own timeline. The last time he had done it had been when he was leaving San Francisco and he lost his memories. He had no choice but to go back and meet his past selves.
"Hello," he greeted. Every time he met his past or future selves, there had always been a reason. There were times where the Time Lords made it happen and others, like the last time, where they had nothing to do with and he needed to meet them for a reason. Most of the time, it was due to the Time Lords. "What brings you around here? Nothing's happening; I've already looked around. It's rather peaceful here."

He didn't know what to expect when the TARDIS doors opened. All hew knew was that it wasn't his first incarnation that he was going to be seeing. If it was his first one, he would have remembered this run in with his future self. Time traveling could get so confusing at times. When the doors did open, he was glad to see that he was going to be a perfect ordinary gentleman at some point in the future. And gentleman he was, not seeming in the slightest bit fazed that he had just encountered one of his past regenerations.
The Second Doctor was well aware of how dangerous running into his future self could be but, as far as he could see, there was no immediate threat from this meeting on the horizon. The Time Lords hadn't arranged this meeting, nor did it appear that both TARDISes brought them together to fight off an alien invasion together. Sometimes coincidences just happened. Most of the time that was hard to believe but, until something showed him otherwise, he was going to have to conclude that that was what had happened in this case, as even his future self remarked on how peaceful it was here.
"Hello," he replied, a gentle smile on his face, "Having TARDIS troubles?" he inquired trying to peek over the Eighth Doctor's shoulder to get a glance at just what the inside of the TARDIS looked like now. "Perhaps I could help you out. Two minds are better than one as they say." And they were no two better minds in the universe than the Doctor's mind. No trouble in the area meant the risk of the two of them spending a prolonged amount of time with each other went slightly down.
